Abstract

The aim of this research is to determine the high impact competency of school leaders in Malaysia. A total of 596 headmasters and principals throughout Malaysia have been chosen by systematic ratio random sampling to determine their competence and competency needs. A total of 140 high ranking officers from KPM/JPN/PPD/PPG have also been chosen as respondents for the purpose of triangulation of the future and the present strategic competency needs for school leaders. School Leaders Competency Instrument (KOMPAS) is specially built for this study and administered to all respondents. The KOMPAS Instrument has 26 competencies grouped into six domains, namely 'Policy and Direction', 'Instructional and Achievement', 'Managing Change and Innovation', 'Human Relationship', 'Resources and Operation', and 'Self-Effectiveness'. Descriptive statistics are used to elaborate on the school leaders' competence and competency needs. Meanwhile composite statistics mean score is used to determine high impact competency. Factor analysis is employed to determine the KOMPAS instrument structure using 'principal component extraction' and ‘varimax rotation'. The a-Cronbach value of the KOMPAS Instrument and its domains are higher than 0.95. The KOMPAS Instrument also has a good content validity. The results of the study generally show that competence of the school headmasters and the school principals are at the intermediate level. Meanwhile respondents from KPM/JPN/PPD/PPG have accorded high values to all present strategic interest domains. This study has also found that competencies such as 'quality focused', 'problem solving', 'decision making, 'managing change', and `ICT management' are categorised as high impact competencies for school leaders.
