"The transformation of Malaysia's education policy and system has been widely implemented, \r\nbut the country's achievements in scientific literacy remain far short of the targets set. This \r\npositions the Head of Science Panels (HoSP) as the primary change agent responsible for \r\ndeveloping leadership skills in order to improve the quality of teacher instruction and student \r\nachievement in scientific literacy. As a result, the goal of this research is to create a HoSP \r\nleadership competency model (HoSPLeC) based on the needs of leadership competencies, \r\nwhich include knowledge and leadership skills based on priority areas of task specification \r\nand professionalism values as core competencies for HoSP in effectively performing its duties. \r\nTo achieve those goals, a research approach based on Design and Development Research \r\n(DDR) has been implemented, which includes three main phases: (i) needs analysis, (ii) \r\ndesign and development, and (iii) model usability evaluation. The needs analysis phase was \r\nimplemented simultaneously using convergent parallel mixed methods with 400 Science \r\nteachers using questionnaires through the use of stratified random sampling and 11 experts \r\nvia interviews and semi-structured interview protocol through use of purposeful sampling. By \r\nusing purposeful sampling, 13 experts were involved in the design and development phase. \r\nThis phase is divided into two sub-phases: (i) design, which employs two methods for model \r\ndesign: inductive and deductive theory construction process methods, as well as the Fuzzy \r\nDelphi method, and (ii) development, which employs the defuzzification method. The final \r\nphase of the model is the usability evaluation phase, which verifies the model's suitability by \r\nevaluating 30 HoSPs by sampling intended users of the model using a modified Nominal \r\nGroup Technique (NGT). The content analysis findings of the needs analysis study revealed \r\nfifty elements of leadership competencies required by HoSPs. The findings of the design and \r\ndevelopment phase have identified three model components: knowledge of leadership \r\ncontent, leadership skills, and professionalism values, which are comprised of fourteen main \r\nconstructs. The remaining two constructs refer to the components of professionalism values, \r\nwhile the twelve main constructs refer to the components of knowledge and leadership skills \r\nbased on the six areas of HoSPs task specification. The fourteen constructs were discovered \r\nto have a total of 136 elements, all of which were accepted after expert consensus evaluation. \r\nThe findings of the model's usability phase revealed that it is well suited for use as a task guide \r\nfor HoSPs. Finally, because it focuses on individual competencies and job specifications \r\nrequired in the field of work of HoSPs, the leadership competency model of HoSPs developed \r\nis very suitable to be used as a guide for the work of HoSPs in Malaysia. The findings of this \r\nstudy can be used to plan more effective continuous professional development training and \r\ncould be used as a starting point for the development of HoSPs leadership competency \r\nassessment instruments in Malaysia in the future."^^ . . .
