Therefore, the field of education is the foundation in society and the country to achieve the best educational development goals. A specificstandard of competency is required to overcome school leaders' inability to make a professional assessment of the competence of prospective school leaders, as well as their lack of skills in dealing with cross-cultural problems. Various surveys have been conducted on previous cross-cultural leadership models, but it was found that most cross-cultural leadership is still focused on business, especially in western countries. In relation to that, this study aims to explore the issues that arise and the need for the construction of a cross-cultural model, as well as the components of cross-cultural leadership that are required in the field of education. The qualitative research design method is used in the needs analysis phase, and the findings show that there is a need to develop a cross-cultural leadership model in schools based on the local context. Next, the reliability of the interview themes in this study was evaluated by determining the Cohen Kappa Index (ICK), which is the value of determining the degree of coding agreement done by three experts in the field. In addition to being a guide and reference for school leaders, this cross-cultural leadership model is also expected to help school leaders who will be dealing with various cross-cultural issues in schools.
